Caltrans holding open house on proposal to replace SR-128 Capell Creek Bridge


The California Department of Transportation (Caltrans) will host a public open house on Feb. 9 in Napa County on a proposal replace the Capell Creek Bridge, located on State Route 128 just west of Lake Berryessa and north of State Route 121. The bridge was constructed in the 1950s and has had documented stability issues since 1965, according to Caltrans, with landslide movement detected on the northwest side of the channel.

What’s Being Planned?

The California Department of Transportation (Caltrans) proposes to replace the State Route 128 Capell Creek Bridge #21-0078 and to
install horizontal drains in the vicinity of the bridge. The purpose of the project is to address the bridge deficiencies and stability of
the hillside.

Why This Notice?

Caltrans has studied the effects this project may have on the environment. Our studies show it would not significantly
affect quality of the environment. The report that explains this is called an Initial Study with Proposed Mitigated Negative
Declaration. This notice is to tell you of the preparation of the Initial Study with Proposed Mitigated Negative Declaration
and its availability for you to read and to invite you to attend a public open house/map display.

What’s Available

The Initial Study with Proposed Negative Declaration is
available for review at the CALTRANS District 4 Office at 111
Grand Avenue, Oakland, California, on weekdays from 8:00
AM to 5:00 PM.
